Police arrested 47-year-old William Burton Costello in July after receiving a report that he pushed Everett Stadig, 69, breaking his hip. Standig was gathering signatures for Colorado’s Personhood initiative.
“He was yelling ‘I’m pro-choice!’” and using the “most foul language,” Standig said.
Police say their database tied Costello to three sexual assaults since March 2008, including the rape of a 13-year-old girl that took place in front of a two-year-old child.
He allegedly assaulted a 22-year-old woman in August 2010, and a 49-year-old woman in September 2011, each time claiming to be a police officer named “Will.”
Costello used physical force in two cases, according to the arrest warrants.

Authorities charged him with two counts of second-degree kidnapping, two counts of sexual assault on a child, three counts of sexual assault, and two counts of impersonating a peace officer.
Costello made his first court appearance today.
